I don't think that's the case. Assuming what Aubrey says is true, and if there was no penalty for voting for the Sage, then neither the Sage or Sacrifice would die.
...I think he chose to save someone's life at the expense of another. Miss Pink said he swapped a 'sacrifice' from the person who had it for a commoner, then made sure it ended in that Joe's hands.
