That's as good as anything - we're going to want to have them run a blood type test on Jordi before anything else though, because if his isn't human then they might just make it worse.

If his blood is human, we can still just go with freak skin mutations and the like. Hopefully the doctors will be too unmotivated to ask too many questions, as is usual for this city, but motivated enough to do their job.

For starters, drinking blood would do absolutely nothing for him. The blood doesn't have any nutritional value that needs to be digested - rather we want it inside his veins so it can continue providing the different parts of his body with the adequate support they need to keep functioning.
Then, no, we are not going to perform the transfusion ourselves and least of all by cutting somebody open. That is unsanitary and unsafe. Blood is moved from inside the body to outside and vice versa with a sterile syringe, to prevent infection.
Third, hospitals already have large amounts of blood stored away in cooling that was given by volunteers earlier on. Unless Jordi has an extremely unusual - yet still human - blood type, none of us will need to give our own blood. And even if we did, it would be performed in a medical environment and not cause anything more than mild dizziness in the donor.
